Trump Poised to Label Brazilian Gangs as Terror Groups

The Trump administration is expected to pursue a formal terrorist designation for at least one of Brazil's most powerful criminal organizations, Primeiro Comando da Capital (PCC) or Comando Vermelho (CV), marking a significant escalation in Washington's approach to transnational organized crime in Latin America.

A designation could be issued through the State Department's Foreign Terrorist Organization process, Treasury sanctions authorities, or a new executive framework targeting criminal groups deemed to pose national security threats. Such a move would expand U.S. legal tools against the groups, including asset freezes, travel restrictions and penalties for individuals or entities found to be providing material support.

The step would likely draw close scrutiny in Brazil, where both organizations are deeply entrenched in drug trafficking, prison networks and urban violence. While U.S. officials have increasingly linked organized crime to broader security concerns, a formal terrorist label would signal a tougher policy line and could reshape law enforcement cooperation between Washington and Brasília.
